"A literary periodical should be a forum of many tastes, many interests, and many opinions, and it should be the means of promoting discussion. It should encourage new talent, and introduce to the public writers and artists of genuine originality. It must not be a further excuse for desultory and superficial reading. Ours is a busy age, "locomotion wags an angry tail," and leisure for books, for pictures, for conversation, and much else, rare and to be treasured. so with this, the third number of Manuscripts as a quarterly periodical, we hope that these principles are prevalent."
